We study the analogy between the geometric entities of the spacetime of a rotating frame and the electromagnetic and optical features of a metamaterial medium in the Minkowski spacetime of an inertial observer. Using Landau formalism, we rederive three-dimensional constitutive relations in stationary spacetime and we obtain electric permittivity, magnetic permeability and gravitational magnetoelectric tensors in this formalism. Also, we obtain the gravitational analog of the rotating spacetime index of refraction. Then we use these relations and definitions in the spacetimes of centric and eccentric rotating observers. We obtain constitutive relations for the Galilean rotating observer with different methods and compare them with each other and with previous results.
